Is high and low beam both from the outer bulb? The inner bulb is only ever a dim ring - is that how it should be? Full beam wasn't working and I was getting flashed with lights on low beam so I disconnected the battery for an hour to see if that would reset the lcm and the shutter seems to work now but the inner bulbs are still dim. I came from a non xenon 3.0si and I think the inner bulbs were the low beam on that which has me confused!
 
It is a bi-xenon projector, meaning that when you have dipped beam only, there's a flap that creates the cut-off beam. Once you activate the high-beams, the flap moves down (the projection is up-side down) and you get more of the light projected.

The inners only act as side lights, which is the faint ring you describe.

Halogen headlights have the low-beams on the outside (projectors) and the inside has a 501 for sidelight and high-beam bulbs.
