You wouldn't have been offered a NSAC even in those areas that run them for exceeding the 30 mph by that amount. I think 42 mph is the limit.

If this is the case then evidence should be taken such as photographic records of the obstructions.

That's greatat least they've not tried to give you a hefty rise. Hopefully come renewal time it won't effect you too much either.
