Nope you can't get done, and all the police can do is ask you to move on and give you a stern ticking off.
There's a very large car park in my city and about 10 years ago it was used for evening drag racing. The police never told us off, they'd pop in time to time just to keep an eye on us though. One thing you can get done for is noise in a residential area so make sure there aren't any houses nearby.

I just took what you wrote and went out and put it into practise, empty Asda carpark + z4 = :)
 
I've done a few wet grip days at Rockingham (2 in my Impreza and 1 in my ZMC) and they were brilliant.
I could hold the Impreza broadside under complete control, but the Z4 is another matter altogether - so tricky to get the hang of. I'd love to do another day there, think it was about £100-£120 for half a day on their facility, with around a dozen cars. Google it, it was great fun..!!
