so to avoid cameras and points on licence and increased insurance its easier to just take off your number plates, put them in the boot of your car and if stopped, just apologise and say some one as just ripped them off and you found them next to your car

The difference is that Japan is a single country, whilst the UK is part of Europe (yes - it is). We can not govern say French cars in the UK, so this would require a European wide directive which would be difficult to achieve. Can you imagine telling Poland to implement it, don't think they will somehow.
There is actually a solution which I looked at a while back when they were talking about "pay per mile", and that is using a Luxembourgh based leasing company. You can drive in a "hire" car as long as you like (say 2 years), and it will be on foreign plates. There are companies specialising in this, offering a "to the door" service where your "leased / hired" car from Luxembourgh is delivered to your doorsteps, insured and all, and you can drive without limitations in the UK.
