I'm guessing the funding for this and persmission to be installed was probably a Labour thing - possibly one of their 'dying acts' where they forced through a number of policies before getting the boot. They desperately wanted both Big Brother and Pay As You Go taxing, and there it is in that system.
And to be fair, it's far more fun going fast on some twisty back road where you can be on the ragged edge of traction at every bend but still well within an average speed of 60mph.
