There are 2 guide pins that let the caliper self adjust, one or both are probably locked up. Easy to fix, remove the caliper, hang it with wire from the spring so there is no weight on the brake hose, remove the pins and clean them up, remove all of the old grease and restore.
You may have to replace the rubber/plastic bushing that holds the pin.
