Years back, when I was in to all things Capri, I read the development history.
In that case, they could get the gearing spot on, but had to allow for markets with snow chains fitted, which would theoretically increase the rolling radius. Therefore they had to gear the speedo to that eventuality, meaning it over-read for everyone else.
A consistent statistic is that most road accidents happen within 3 miles of someone's home. I use bus lanes regularly while driving my car. I have long since realised that people do not read the signs correctly or do not know that they can use Bus Lanes during certain times. Context is crucial. Most bumps and scratches occur close to home. Plus the locals don't use to trunk roads much in the silly season.
