Funny though, coppers seem to migrate - 80% of the ones I meet down here seem to be Scots, and I have met quite a few Englanders in Scotland... Are you all required to swap countries as a cultural 'experience' or something ?

Oh f*ck me, a thread on racism!!!! I got into serious trouble on another forum after the Boston Marathon bombings (before the cause was known) for using a term to describe terrorists sat in caves plotting bombings...someone took offence and the s**t hit the fan. It is soooooo easy to offend people without any genuine intention or malice.
I think you did the right thing to get out and confront him at the time - that act alone probably did more good than anything - you dealt with it right at the time, made him instantly realise exactly what he said and that one persons flippant comment is another persons insult.
However, it was just words, and to take it further is, in my opinion, taking it too far.
However, when at work, you are representing your company. So this guy has bought his company into bad light, so perhaps they should be able to deal with "him". A written apology would be tops if you ask me. The company losing the contract, the guy losing his job....that just seems too harsh to me.
However (a lot of however's here!!!), everyone has different views of this sort of thing. I use the word "c*nt" all the time....I call my boss a c*nt to his face - the word has lost its "effectiveness" to me. Similar to what johnyfive explains above. However, I wouldn't say it to a total stranger! He definitely preceded the word with "black" and not "bad"....thats a poor attempt on his part to dodge the bullet.
Now then...racism. I cant comment on being on the receiving end of racism, as I am white. I do feel I am the victim of implied racism though, and racism works in both directions....but to even say that could be classed as racism! I am on the receiving end of prejudice though due to my appearance (fat, ugly....GINGER!!!!).
Racism at this level, to me, is just prejudice with a special name. Labelling him a racist due to this doesn't mean he's a member of the klu klux clan! Obviously though, I appreciate there are harsher levels of racism.
Had it been me driving that car instead of you, he would've probably said something like "fat c*nt" etc. From what you have explained, I think he felt aggrieved at the horn, and he used your appearance in his reply - hence my thinking he would've called me a fat c*nt.
Having never been the victim of real racism though, I have no idea of what its like. With respect, you are of Indian appearance.....I assume you have dealt with this before, and this might have been 1 step too far. I don't know, just saying.
When I started my job, a manager laid into me in front of her whole office due to someone elses cock up! I reported her for bullying.....
So, I think you were spot on to deal with it at the time. I think possibly losing his job is to harsh if it goes further, although, technically, he did break the law....but we all "break" the law sometimes.
And to be clear, I do not agree with racism, I just don't think someone should be hung drawn and quartered for a silly mistake. It should be dealt with yes, and I think you did that by talking to him.

to save a lot of paperwork you should have decked him in front of his mates, on occasion a smack in the gob says a thousand words, ( i dont mean that really but you know what i mean, and he is obviously a twat of the highest calibre ) 
As unpleasant as it is to be insulted, I simply think that those who do behave in a gratuitously insulting way have remained as small children in the playground and haven't grown up Personally, I feel sorry for them. I don't know why it matters which words are used to insult someone, because all insults are intended to wound the recipient irrespective of the words used. This morning my wife told me I am looking older: she couldn't have used any more offensive language had she tried! Ageist bitch! 
I was spat on and called paki by some boys in a car when I was walking home from school when I was about 12. What can you do..
