Mmmm, aswell as over-reacting it appears Turkey is also hypocritical.

What if this was a Russian bomber flying over eastern Scotland?
Our QRA typhoons would be there alongside it and providing the same warnings/missiles should it not heed.
Equally, military flights are not some haphazard 'oh lets go bomb some buildings', they're planned calculated and very specific. The decision to cross into Turkey (or at least - 'what happens if we're near the border') will have been made long before takeoff, and if this was an in-flight planned mission the pilot will have concisouly said 'it's ok to cross turkey'. Equally radar and maps on these jets are pretty fking accurate. The Su-24 granted, is old, and more likely to have been wrong (i think the Turkish F16's will presumably use some reasonably recent US avionics) but really - there wont of been any question of where they were, and both pilots understand the consequences of crossing borders you're not allowed to.
Why don't the Russians have policy of not putting themselves in this situation? They have a responsibility to their own pilots to enforce this.
If Turkey doesn't shoot after 17 seconds in their territory, when IS acceptable? It's a border for a reason, that's the red line. In that time they're probably travelling 2-3 miles, if not more in their supersonic nuclear bombers (Scotland..). Supersonic bombers nearer their top speed will do 24 miles in 60 seconds.
