Not always true... I used to drive from South London to Edinburgh in a little over four hours. It's almost exactly 400 miles making my average speed 75mph :wink: At 70mph it would take around 6h.

From memory you were doing that trip in the wee hours, which did not require any slowing down and was on empty motorways - which I think is fine as I am in no way anti-speed, when it's safe. The conversation with the copper was about travelling in rush hour and daytime traffic - which is when most journeys are made, hence the use of the term 'average'...
Whilst this makes sense and would aid traffic flow it probably wouldn't be as good at being a cash generator for the government, which may be the idea behind this under the guise of road safety and traffic management.
