In use, I have found that to be true. I could not take corners as fast with the summer tires once the track had cooled off, and my lap times showed it. Cost me about 5 seconds on a 2.5 mile track. Changed tires that night to winters and my times improved back to my normal mediocre level the next day.
Cold weather tires go on in October.
If it's England, Wales or Northern Ireland, you're changing too early.
