They probably left themselves a bit short on the cable run and had to run at an angle to get to the switch rather than pull it all out and run a new cable in.
Not saying it's right but that's the usual trick, once it's skimmed the next anyone knows is when they drill the wall thinking they're away from the vertical run and BANG. Hence I use a cable detector before drilling as I've seen this too many times, it really pisses me off when it happens as it's a complete PITA to repair.

I think that the requirement for buried cables to run vertically/horizontally goes back a lot further than 1999 - I seem to remember it being a requirement back when I bought my first property in the 80spvr said:I build my office in 1999, so not as strict as it would be now.
