Well, first of all, when you get the NIP and assume after filling in the S172, you have nominated yourself for the price.

The price is that you have to send your license off to add bonus points. At this stage you would be lying when you state that you do not have a British license and only give your Irish one. That is big trouble at that stage ...

Now assue you did do that and they create a virtual license for a Mr A. from W. The next step I am not sure about, so that is just the risk part of course: Say it is cross referenced to the DVLA actual license holders as they create this virtual entry on the same database, and there is another Mr A. from W. at the same address - holding a UK license. Hmm.

Having said that, I may give the DVLA too much credit here. After all, when I had to exchange my Dutch license for a UK one, they granted me EVERY class of license, i.e. motor bike, truck, coaches - the lot.

If you get stopped by the police and show your Irish license, there is a risk again as if they proceed to charge you - there will not be a Conditional Offer (due to your license), but straight to court with the resulting higher penalties.

If you can get an Irish license as you say, scrap your UK one by swapping it for the Irish and you only have the Irish license to worry about and no risk of lying (just having a lower insurance premium and a virtual license).

if you have a foreign license (Inc EU) you have to swap it for a UK one within a certain amount of time.

for some countries we will do a straight swap. others you need to do a re-test and for some countries you have to swap sooner than others - or something like that
 
pvr do you still have your Dutch licence? Its just that you mentioned 'exchanging' - I think they do the same in France, keeping your UK documents if you are eligible and apply for a french licence....that might queer Greeno's plan a bit...?
 
It is not true anyway, you can drive on your EU license until you are 70 so no need to exchange before that time.

Yup, just looked and pvr is right:

for EU license holders on cars or motorcycle driving licences you are OK until aged 70 or for three years after becoming resident, whichever is the longer period
