yep , thats what they are avoiding here ,,,I hate to say it but as much as its a pita , its not actually a bad idea and the system does work , although it can be slow to get a test appointment sometimes.
I agree - if car and road safety are improved by annual inspections, the process should be meticulous and free from corruption. Sadly, it’s not in the UK or here.
The situation in Victoria is ridiculous - there a safety check is only required if you’re selling a car. Throughout the remainder of the period of ownership a car, it’s roadworthiness is only assessed if a car is stopped by the police and they issue a defect notice.
