It's fine. By all means, get it double checked for piece of mind. But this isn't Stand To! panic. It's only drawing large current for tenths of a second or less. It is not going to start a fire unless the sparky used bell wire.

Yeah it's the wiring that came with the lights that is wired into the existing ceiling block simple as that.

I might just buy the inrush current Limiter and ask to pop the original breaker back to the one that was in there.

Might be the best over all option.
 
The standard breaker for a lighting circuit is 6amp B-type (quick blow) connected to either 1.0 or 1.5mm2 cable. He's replaced it with a C-type (time delay) breaker to avoid trips on inrush current. Technically it ought to be another 6A one (presumably what he had to hand) but both 1 & 1.5mm2 cable are good for 10A which, in a lighting circuit, you'll never have on there unless you decide to go in for growing weed and fill the place with hydroponic lamps.

The LED drivers must be particularly meh to actually draw enough inrush current to take out a trip though, probably doesn't bode well for their lifespan. Looks good though.
