The only way to shield a forum against that, is either to block all IP's from that country, or to link an account to an IP, which means you can only connect to the forum from one computer, and hope you dont get a new IP assigned. Mobile use would be completely impossible. Or hope that the ip blacklist includes all ip's from all anonymous proxies ever existed and ever will exist.
The case that you get an ip from one country the one time and another country the other time is very far fetched and only happens if you deal with someone who totally doesnt know what he's doing and chooses one of the few anonymous proxies that does that.
You also then rely on that people log in on a new session every few hours. In this case thats not very likely as we're here speaking about a person that made little over 200 posts in 3 years.
You can always get around a ban if you know what you're doing. All a mod can do is make it a nuisance, or seriously restrict the way people can join the forum (like requireing a token/referral from other members etc like you see on restricted forums)
