Those scratches all around the bolt holes are just slack too, you can fit bolts and tighten without all that damage.
If they are brand new wheels I'd think the fitter is slack for damaging them, and if they tightened the bolts up so tight (they are only 100Nm afterall), that you had to get a breaker bar to remove, then they fitted those too tight as well.
My question is, why are you even using these cretins to do work on your car? They are clearly just cowboys
