I saw it listed on some USA autos when I was shopping the E89.
A quick check revealed the feature on the first one I looked at just now:

I suspect BMW introduced that feature on cars built after a certain date probably around the time they introduced the N20 engine so I doubt any of the 23i 30i or 35i before this time will have it. I had it in my F20 1 series and found it very annoying and fuel savings weren't noticeable either.

It is cited, anecdotally as a contrbuting factor to the N20 cam chaim /oil pump drive chain demises..most engine designs never inagined starting stopping the engines 100,000s of time..the 'jerk' on the chains helps contribute to the chains /tensioners /guides demise..
