Daytime Running Lights on 2003 BMW Z4

How do I turn on the Daytime Running Lights on my 2003 Z4? The owner manual says "You can have the activation settings for the daytime driving lamps programmed on your vehicle." Does that mean I can't do it and only a service center with the BMW software can program it?
 
I am in Oviedo Florida. I have a scanner but doesn't seem able to activate daytime running lights. How do I know it's 1.4?

I can’t remember its full name and I’m away from home so can’t check, but Google bmw scanner 1.4.0. I got the cable from eBay then downloaded the software for free. Total cost was about £20
 
I went to my local dealership/service center and they did it for me free of charge in 2 minutes.

I set mine to switch in dipped beam and of course the rear lights when I start up.
 
That's exactly what I want. When I start up I want the headlights and taillights on, with the headlights on "dipped beam". So far, the easiest suggestion is to go to a dealer and have them make the change. It appears that I can do it but I have to buy the scanner and download the software. Not impossible, but a chore compared to a quick stop at a BMW dealer.
 
If your car is fitted with the "auto" headlight function and rain sensing wipers, AND you want headlights & taillights on whenever the car is running, you can pop apart the interior rear view mirror surround and unplug the photocell that determines whether it's day or night. If you disconnect the entire connector your rain-sensing wipers will no longer function either, but the car will think that it's night all the time. You could add a "bullet connector" for just the day/night sensing wire to force the headlights auto-on without disrupting the wiper function.
