Looking at those pictures I would say it need some more snips made to reduce the tension, I did my grills with the same stuff which I would say would be worse as it's not flat to begin with and found that the tension was reduced by having made more snips on the rear surface.

that webbing can be sorted easily, whilst fitting my dash i had bits like that on the edge, a quick trim with the knife so the slack bits arent pushed forward when re fitting the trim and its all good. or as srhutch says, if they are bits under tension cut a small slit where its tight and push the vinyl down onto the edge, this is where a little heat helps, then trim any excess.
