I guess this option (E89) just applies the brake if someone pulls out in front off you, better than nothing
On the E89 the "Brake" function is puerly to slow you down in certain situations ie; if your cruise was set at, let's say, 50mph in roadworks and then you came to a steep downhil gradient, natually the car would start to speed up. So that's where this system cuts in and applies some brake to bring you back to 50mph, it's so subtle you wouldn't even notice it. It would also work if you were set at something like 65 and needed to reduce it down to 55, pulling back on the stalk would mean that it would use the brakes to slow down.
Now on the 3 series of the same era (E9x) they also had Cruise and Cruise with brake but also Active Cruise where a sensor was mounted in the front grill, but for some reason (best known to bMW0 they felt the need not to include it as an option for the E89
