Would you buy a car with a "bad" carfax report

Or forget what you will be able to get for the car when you sell it and enjoy owning and driving it now. Cars always loose money, fact.
 
I bought an 2007 X3 (89K miles then) in 2015, with a very similar carfax report. It did have a few scratches here and there, but it was mechanically sound and in a bit over 10K more miles (I only use it seasonally) it has given me very little problems, and nothing to make me regret my buy.
It seems you have set out to look for other stuff, so good luck. And anyway, I thought that dealers will buy cars from the original owner (most of the times as a trade in) but not after the second. So if you buying used, most likely you will still need to sell privately.

Here in the USA, if you take your car for a damage repair estimate, they will submit it to carfax even if they didn't fix it. Even if its just a scuffed bumper or curb rashed wheel.

First time I hear that. If I learnt a shop did to me, I’d never do business there again.

Correct you have HPI in the UK, in the USA and some countries in Europe you have Carfax. We have Carfax here in Spain but it doesn't tell you about any accident damage other than a insurance write off which is same as with HPI in the UK.

The repair estimate software, for the car insurance, is tied to Car Fax. Just take your car for an estimate, for any little thing, to a collision shop and with in a few days car fax will list a collision for your car. I scuffed my bumper, that's a carfax collision.
 
Does this mean that lots of repairs are done by dodgy back street places not listed or by owners themselves?

I’d have to say no. Most repairs are done in proper shops. The assertions above about any repairs being reported to Carfax is new to me. Some 12 years ago when I first wanted to sell the E85, I’ve got a Carfax, and there was nothing, and I had used other people’s insurance to pay for their damages to my E85. And many people don’t use insurance to repair their own scuffs, because it jacks up the premiums. I pay cash for my own bodywork repairs. And worth remembering the US is 50 independent states with 50 different insurance laws and requirements. (For example, minimum liability is different from state to state. And many states don’t require vision test for your driver’s registration.) All to say it’s possible that some states require insurance and bodywork shops to report quotes and repairs, and others don’t.

Yes. Many folk that live near state lines shop for services and goods across states all the time. States and counties have different VAT ('sales tax') rates. Different income tax rates too. For example, the State of Washington has no income tax. Across the state line, the State of Oregon has no sales tax. On a big bodywork job, you could save a few hundred dollars.
 
Hehe. Yeah, it sounds great, doesn’t it? But make no illusion, the coffers are replenished one way or the other. If it doesn’t come from income tax, it comes from VAT, property tax, fees, fines, etc. And if it doesn’t, then you get what you pay for; bad infrastructure, bad schooling, bad healthcare, bad social services, etc. Exhibit A: Florida.

Thought I would let everyone know how I made out. Kept looking and found a 2014 with 9k miles on it, original owner. Cold weather, M Sport, Premium Sound, Technology package and auto high beams. Had original tires that I replaced and had to replace both rear lights due to moisture issues, a common problem I'm told. New wiper blades and a brake fluid flush and a few rattles from the passenger side that I'll sort out (any tips?). Thanks to all for their help and guidance. Looking forward to being part of this great community.
