Why do so many people get the BHP figures wrong

100% true...a good oem Z4M engine will make something like that. My result was 330hp instead of the stated 343... The guy who did my dyno run said that 330 is a very good figure for a s54. It almost never happens that a OEM S54 engine delivers the promised horsepower from BMW.

Is the reason for not making the full monty on a static dyno due to the small ram charge the car gets with the OEM intake?

Yes,this is probably true,but having read magazine articles over the yrs,the diff between the 0-60 and 0-62 can be anything from 1tenth to 3tenths of a second.......
plus,i was Actually taking the figures from tests i remember seeing/reading,and diffirent mags,etc have put the z4m as 4.8/4.9/5.0secs,which has been recorded during their actual tests,as tested on the day...and not from Manufacturers stats.

As woots said tho,its quite hard in the real word to get near the exact times
