Wheel alignment advice

I took my wife's car into Kwikfit for some new tyres. They did a wheel alignment check and said the front toe wanted adjusting for £60. I declined their offer as I wanted to double check myself and would use another garage anyway. My question is shouldn't the steering wheel be straight before they start? I know it has to be on the Hunter system when I had the zed done.

The steering wheel should be properly "straight" when the car is travelling in a straight forward position, and if it's not, this should be corrected when adjusting the toe angles on the track rods during the alignment process.
 
The wheel is straight when driving in a straight line. Shouldn't the wheel be straight when they do the alignment though?
 
The picture is telling you that the alignment of the wheels currently results in having to steer slightly right to travel straight. The actual steering wheel would have been straight inside the car unless they are completely clueless.
