Wheel advice...bubbling

I brought a set of pristine refurbed MV2 wheels from a forum member, I think they had been shot blasted and where freshly done for sale , its been over 2 years and no complaints but as I wheeled it out of the garage this week I noticed that all the wheels have developed quite severe bubbling under the paint work, any recommendations on how to address this? does it need a particular type of refurb (my local one man body shop said he couldn't do it)? and will it cause issues if left un-addressed? they are still scuff free, so if not harmful I can live with it a bit longer.

It wont cause any safety issues or effect performance, it sounds like then need to be chemically stripped to get all the paint/powder coat off and then powder coated and painted once more.

Id get it done because I like my wheels to be spotless but if you can live with it save the cash.

thanks for confirming not a safety issue, it not too bad currently but if it gets much worse then it will offend me too much to leave
