I find this policing completely wrong. In Wales, when approaching a reduction in speed limit you get the 3 2 1 countdown markers which give you a chance to let off accelerator and naturally reduce speed. To hit the brakes to reduce speed I find a more dangerous action to take. Good luck with the outcome, they are doing the speed awareness courses via a zoom type thing if you get that option.
It's not just Wales, there are plenty of similar countdowns on rural roads all over the UK (and Germany).
However, some drivers ignore them (or don't see them) and only lift off once they hit the speed limit sign...assuming there won't be a camera/copper checking their speed.
Personally, I just lift off as soon as I see the sign and then dab the brakes if I notice I'm still going a not too quick.
However, some larger roads (dual-carriageways in particular) simply have the sign visible from 200-300m away...and leave it up to the driver to decide to either lift off early enough for their speed to drop, or to brake harder in the last 20-50m to get down to the new limit.
I only have sympathy (not that the OP is asking for any) where the sign is completely obscured and/or the road is unlit.
