The link mac provided says lip add on, so i presume it sticks on top of the stock bumper (which has those bars)
If the car gad some aggresive side skirts, or even ac ones it would complete the look better.

Prefacelift doesn't have the bars. I think you may be confusing it with the aero front which does have bars, but are much chunkier ?
