I have never seen a petrol-engined car (especially an auto) that will do much more in suburban situations, especially the car park that is greater Londinium.
Try a B58 3 litre turbo. Average of around 15mpg in town, but over 50mpg on a sensible motorway run. It's just the way the ICE works, unfortunately.
Get an EV, they use very little fuel, so I heard (or not).
Short journeys from cold in traffic kills mpg, if the car is ok on long journeys it’s fine, it happens with EVs, too fuel is used to warm everything up , then you let it go cold only to heat it all up again, automatics are worse than manuals.
Even with London traffic 17MPG from a 2.0 doesn’t seem right. Maybe you should get it checked. I am getting 22MPG from a 3.0 inline 6 for town driving and with a heavy right foot, although be it not London. These N20 were supposed to be more efficient then the ‘ancient’ N52 NA units.

To the OP's point - the difficulty with city driving is how variable it is - you're never going to be able to properly compare with other cars/drivers unless they are literally driving the same route as you at the same time...
best thing to do is get out of town, reset the mpg calculator and do a full tank of mixed driving, motorways, A-roads etc. That will likely tell you more about where your mpg is than driving in traffic in London.
EDIT: Just re-read your first post - if the motorway mpg is fine then that's a strong indication all is fine and the poor mpg is purely a function of city driving, short journeys in stop-start traffic. Next tank of fuel, try to consciously think about how much of your driving is stop-start traffic, and how many of your journeys are sub-8miles. Anything less than 8 miles and the engine will barely have got off it's cold map.

if you're stationary in traffic with the engine idling, you're getting 0mpg. and a lot of time driving in london will be stationary with the engine running.
