"Tail of the Dragon" is in Tennessee and North Carolina. It has become very popular in recent years and for the most part it's bumper to bumper traffic with very low speed limits that are aggressively enforce. West Virginia on the other hand has excellent roads with very low traffic volume and no speed traps or overly aggressive traffic enforcement.
