Weird hose clips?

 At the summit of the picturesque fens
I have some hose clips as per the picture which I need to change, as I am changing the hose.
I don't recognise them but they look like they have been crimped on and will need to be cut off.
Is this the case?
And if so, can I just use jubilee clips for the new hose? It is a brake vacuum hose to the master cylinder.

I've got the tool for removing and fitting those (glorified pair of pliers) and if you're careful, reusing them. Works (reasonably) well.

However, I'm shocked (shocked I tell you) that Mr Pondrew asked such a question about a.... erm... vacuum (repeat vacuum) as, errr, being a vacuum the rubber pipe wants to be nearer the plastic pipe rather than, err, further away from it so the clamp is decorative at best 😉
