Front fog lights are there for you to see the edges of the road better in extreme fog in the dark (they are pointless in the daytime), subsequently you'll be driving slowly anyway so you use the lights to keep you on track. They are not there so you can drive at normal speed and see ahead of you :roll:
We (e89 Z4's) don't have them as (apparently!) our headlights are low enough to cut through the fog! Just not all fog.
You SHOULD drive with your dipped beam on in fog, if it's bouncing back then slow down more, simple. If you drive in fog, in the daytime, with side lights only then you're an idiot! and a danger to all other road users. Lights, in daytime fog, are not so YOU can see where you're going they are there so others can see you!
If properly adjusted front fogs should not blind oncoming traffic as they spread the pattern sideways anyway.
It's not rocket science, it's relatively basic and obvious if you just think about it.
