I keep seeing some good tyres online but it always says that the cheaper 'Budget' tyres are better on fuel economy and have a rating of B? Whereas high end tyres from Bridgestone, Potenza, etc all have great speed ratings but terrible E/F economy ratings. It's all jibberish to me, am I better off buying cheapo tyres for fuel economy or investing in better wheels? Ive always been told to spend more money on the stuff that keeps me to the road?

Sounds like a lot of rubbish to me. Buy the best you can afford as it's the only contact your car has with the road surface. Make sure you have the right pressures in the tyres and check them regularly and at least once a month. A proper wheel alignment will also help ensure you get maximum grip and wear out of your tyres. That way you will maximise on fuel economy and wear on your tyres. I have yet to find a comparative report on tyres and fuel economy that really stands up to scrutiny.

Driving style & your typical journeys have the biggest factor on economy, not tyres.
As Alan mentions, buy the best you can as I've found my Michelin PS3's are wearing much better than expected yet still perform top notch... you just need to hunt around for the best price of have a mate with a Costco card when they've got their 20% off tyres

According to the EU tyre labelling wombles, the difference between a car rated A and one rated G for fuel economy is 9% - however you may find you've got 20% less grip too!
The grading for wet grip (braking) performance describes an increase in stopping distance from 50mph of 3-6m (1-2 car lengths) per grade (with D and G unused).
Noise is noise, but don't forget that a 3dB rise is actually a doubling of noise levels (sound pressure) as the scale is logarithmic. A 10dB rise would be 10 times louder.
BTW, despite having a Costco card, I've found that they're not very competitive with their Michelin prices - even when they've got one of their 20% on 4 tyres discount on, e.g.:
