Would your Mom not have kept any record of the sale, who to etc. Surely there will be something in her transaction history as to where the money came from?
I doubt it was a literal cash sale in 2016.
I suppose you could make an offer to the current owner, but you could end up paying quite a premium for it. Might be best to leave your details with them for first refusal on the sale. Then it puts no pressure on them.
I don’t think I would want previous owners being too pushy, but they could make an offer now, and ask for first refusal on sale for sure. It gives the advantage to the seller, so wouldn't be unwelcome.
