I'm not sure if you reject a notice if it arrives after 14 days, they say it should normally arrive within 14 days but does not state if this 14 working days or 14 days from the incident.
According to the Saftey camera site for scotland it states
The Registered Keeper of the vehicle will receive a Notice of Intended Prosecution within 14 days of the alleged offence. If they do not hear anything within this period it is unlikely that matters will proceed any further.

If they say speeding is serious, and it is, then you would expect such a serious matter to be dealt with promptly to punish the menace to society that is a speeding motorist. When I was tugged I had to wait nearly 6 months before I was taken to court. But I was stopped rather than a camera.
It has to be received within 14 days from offence, the offence date does not count itself so the day after is day 1.
If you have not received it on day 15, you are in the clear. There is a standard RAC legal letter with which you reject the NIP if it does appear later.
There are no excuses for being late, postal service does not count as they have to allow for that to ensure that it arrives within that time scale.
So if today is day 15 after the date of the offence, you are in the clear.
Did you drive an ///M on that day?

So if it's posted on the 10th day and arrives with you on the 20th, it is still deemed to have been served properly.
It's then up to you to prove (bye-bye innocent until proven otherwise) that it wasn't delivered within the 14 days - and for that you'll have to refuse the ticket and take it to court.

Some have a franking/post-mark on the outside of the envelope, so you can check whether it was printed & posted at the same time. If there's a clear gap between these then you'd have a good argument for it to be rescinded before court.
