Just because the tyres are made in the EU (I assume) doesn't mean that the price isn't influenced by other markets, it's a global economy after all. The rubber might come from elsewhere, improving economy in Asia/America might cause higher labour costs within the EU, etc. I just mentioned the dollar because I always find it odd when anyone mentions how to pound is improving when in fact it's been falling, perhaps not as fast as the euro, which is also why foreigners suddenly find the UK so cheap.
Fall in price is probably because there is less demand, many people trying on cheaper or non-eu made tyres, the season, longer-lasting tyres, etc.
