TPMS Valves and Precision Balancing

Looking at replacing the tyres and some companies are offering TPMS Valve servicing and a precision balancing option.

This is our first car with TPMS valves so, do they need servicing every time you swap a tyre? Also, what's precision balancing? Surely a wheel is balanced properly or it isn't.

Are these just means of getting people to pay more for unnecessary things?
 
I had my TPMS valves sent to Luxembourg for servicing. It meant the car being off the road for 22 days, but, combined with the precision wheel balancing, done at the same time in Luxembourg, the result is a remarkably agile car (with sensitive valves). The total cost was quite high at EU887 (plus VAT), but this did include carriage and was, I believe, well worth it.
 
The batteries in TPMS values can last from 5 -10 years. I don’t know what servicing involves other than perhaps renewing the batteries. If the valves are coming up to this sort of age when tyres are changed then maybe best to renew them or have them serviced (don’t know how the costs compare between servicing and renewing).

My understanding of precision balancing is that the the tyres' rotational positions on the wheels are optimised to minimise the counterbalance weights used.
