those things in the rollover hoops

okay, in my rollover hoops i have a mesh (similar to the wind deflector) covered in a clear plastic..

firstly, do they actually do anything the wind deflector doesnt?

secondly, can i take them out? they have a little handle thing that im tempted to tug on to pull them out, but dont want to break it... but i find they can rattle on a rough road, and as quiet as they are, its the sort of thing that irritates me!

They are integral to the air deflector. Will break if you tug them, The hook is a coathanger.
A tiny smear of clear silicone in discreet spots between them and the roll hoop and they'll never rattle again
