A mate’s car suffered the same. I was pretty shocked at the cost of replacing them!
It would be odd if they apply the rules differently just because it’s a government test centre.
Just checked .gov.uk - you can only fail (major defect) on headlight washers if your car was first used on or after September 2009 and has HIDs or LEDs.
The car I just MOT’d for my friend doesn’t have them and has only ever received advisories (from three different test centres).
Although I have had to clean them manually over the winter as the light output dropped significantly with the crap being thrown up in the spray.
