The actual line speed you can get should be shown on any ISP website by putting in your phone number. Avoid talk talk, as they call back and make a nuisance of themselves. BT website should be ok though
If you know where to look, your router will tell you the connection speed it sees in its settings
Samknows.com has an excellent tool: Sam Knows Exchange mapping which should give you a representative speed. Pretty accurate for both home and work for me...

F**king pathetic but it's (apparently) all about the line quality and distance from the exchange. No cable in our street. Been seriously investigating a 3G MiFi dongle from Three or Orange as an alternative for home use but am unsure about data allowance, i.e. I have no idea how much I need/use.
