Definitely not a reflection as if you touch the droplets the dust or whatever it is moves around and changes shape

Only thing I can think of is the car was very dusty after the Goodwood car park, so may have accumulated from that

Looks like pollen - initial rain causes it to clump and then it spreads on the beads due to surface tension
