strange numberplate

Yesterday following a newish skoda octavia noticed the numberplate was black with silver numbers 22207 nothing else no country sticker or army logo.
any ideas where it was from?

Black number plates with white or silver characters are permitted on vehicles manufactured before 1973.

Shouldn't be on a skoda then... :?
