The NHTSA link is the American report into the sticky steering whereas isn't PUMA BMW's own database of all technical problems and issues?

Dunno if its true but i heard This problem is well documented in the U.S, and after the usual denials BMW (US) issued a recall to replace the steering and associated electronics, but they say this problem cant arise in the Uk due to the lower ambient temperatures, obviously they are wrong with this assumption or is it the fact that there is more clout in the U.S. to make them admit it and remedy the fault.
