Steering Wheel "Whine"

The 35is I just bought makes this whine inside the cabin when the steering wheel is turning. It mostly comes when the outside temperature is on the cooler side.

Anyone else run into this issue and can help me isolate it before I start taking the steering column apart?

Different car but my daughters VW electric steering started to whine shortly before failing,
