It's Switzerland that has the size of the speeding fine linked to earnings, but It was a Swedish driver who was caught and hit with a (potential) $1m fine...

In Norway if you're going fast enough, they escort you to the border and you can't re enter for 3 months if you're not a resident...

Seriously though, I agree with speeding fines/points/bans etc when the situation is correct...ie seriously fast, poor road conditions etc, but don't agree with doing someone for minor indiscretions when the road is quiet, dry etc ...

This is a traffic offense, the common law of innocent until proven guilty does not apply - you are guilty until proven innocent when it relates to traffic offenses ...

Well first consider that ACPO guidelines are 10% above plus 3mph before issuing fixed penalty. So in 50 MPH zone, 50+10% = 55 + 3 = 58mph before getting a ticket. Then consider that you speedo is inaccurate, it will vary depending on amongst other thing tyre tread depth, then you could add another 3mph on this (mine show +3mph against gps speed in both the Zed and my Focus). Meaning you could drive through at 60mph and not get fined; personally I wouldn't risk it. Then if you don't have any points / offences in last 3 years you might get an offered a speed awareness course providing that is you were not going over 64mph (or 67mph if speedo is 3mph out).

Reading some other stuff it's worth noting that it's average speed between any two cameras, which could be first and forth, and any lane. Often the camera are not working and often there are additional non variable cameras in use, for example in roadwork's where there are additional overhead speed cameras to enforce variable speed limits these maybe switched on as well and it's not uncommon for a camera van to be parked in the roadworks. It's worth noting this as if you were say stuck in traffic at the begging of a section the speed up to make up your average speed it might get you a ticket from a fixed camera. There is also some anecdotal evidence of people claiming a single average speed camera can ticket you if you are over the limit when you pass it, but personally I think these stories are based on people getting caught by a fixed camera in an average speed zone.
 
I tend to set the cruise control to the limit then try and resist the temptation to squeeze a little bit more.(in average speed areas)
What does annoy me are the dipsticks who are happily driving at the speed limit and then hit the brakes when they see a fixed camera. Why?
 
You have to hope that the magistrate you are up before is in a happy mood and hasn't left the house after having had a row with his wife etc etc.!

And, having been banned for 14 days and still standing in the dock (writing post dated cheques for the fine) being spoken to like a small and naughty child, magistrates telling me twice that I'd been banned and therefore wasn't allowed to drive, they then referred me to the DVLA when I asked them to confirm which day I could legally drive again as they didn't know, or weren't prepared to say.

Twits! (I may have used the wrong vowel there!)

That did not make a positive impression on me!
