I run the sister site xdrivers.co.uk and with my fellow moderator there we have implemented an actual rule of 25 posts before a newbie can sell. This is to protect the community as well as ourselves as we have had issues in the past with a newbie selling parts which then never materialise, or never existed or where in a poor shape.
Of course you can state that a user is responsible for their own actions when buying something, but as a forum including the moderators, you have a certain level of responsibility in a way. Just as you would not let someone buy a part that you know would not fit, the same applies here. It is simple rule to avoid surprises and nasty situations.
As I mentioned on another thread, if you want to make the biggest profit with the least amount of come back - use eBay. A forum sales thread is not the same.
