"Not loading" and "not displaying correctly" mean very different things. Proving some more detail and any screenshots will help with any potential debugging. That said, if it's just looking a bit weird I'd suggest clearing your browser's cache in the first instance

Restarted iPad numerous times with no change, when attempting to clear cookies I get this?

So a browser stores a locale copy of certain files that a website uses. The means faster load times as you don't need to download the same files over and over with every request. These kind of files normally contain certain scripts you'd use to interact with a site or stylesheets that describe how a site should look. This is called the browser's cache.
Forum upgrades may have made big changes to these files and since your browser isn't getting the latest version from the server you need to manually clear your cache to force the browser to download the latest version.
