shopping mall road markings

Local large shopping mall has road markings for one way system two lanes (lots of arrows on the lanes), used by buses and taxis as well as cars so as I'm leaving from one of the main store doors saw a X5 parked at the road side facing against the arrows, thought possibly picking up and is going to go up one of the side parking ways to the exit road. Driver must have thought she was at the wrong door and moved off against the markings towards a blind right turn to get to the other exit from the mall, good luck nothing was comming the other way, I enter from that end and have never considered I may face someone going the wrong way there as it is just as a main road.
If there had been an accident would the driver be done for going the wrong way or do the arrows not count on car park ring roads?

Yes, driver is still liable even if its not public roads. When I was hit in a private (NCP) car park, it was still a police matter, although they showed little appetite to pursue/prosecute.

Car parks on private property are ruled as a public highway when they are not locked off from public entrance.

So if anyone can drive in, it's public and the law is applied
