Self leveling headlight question

I have xenon headlights on my prefacelift Z.
When I turn the key in ignition but NOT START THE ENGINE and turn headlights on they do the tilt down then back up motion. Now if I start the engine then turn the headlights on they stay static with NO tilt down then back up motion.
Is this normal?

They should go though the rest cycle when you turn on the ignition.

I suspect that since you are then starting the engine and the car has not completely shut down it has not forgotten the static position and thus does not need to cycle again.
