Secondary air pump: both leads grounded?

I took out my secondary air pump to find that it has been toasted. Definitely a case of it never shutting off when it should until the motor eventually died due to overheating. I checked the fuses and relay and no issues. However, when I checked the positive and negative lead to the secondary air pump, when the car was off, both leads were grounded. :? Does this sound normal to anybody else? Doesn't make any sense to me unless the relay grounds the positive when it isn't being used. Then again, when the car is completely cold and then turned on, there is no 12v coming out of the positive lead.. can't even do a 2ndary air pump delete to circumvent this issue so the CEL turns on every time after about a week of driving.
