Seat belt issues

This is on my driver's side, the rubber between the mount and the body is stickig out.. I'm not sure how this happened. Any idea on how to fix it would be appreciated :D

There is no obvious way to open the cap, I believe there might be a screw under that cap, which will let me take off the mount to realign the rubber..
